Can scars or marks be covered with tattoos?

There are places on the body where most tattoos do not get twice the price. These are places on the face, genitals, palms and feet. Tattoos aren't even done through marks, and very few tattoo artists get tattoos over scars. It is possible to tattoo through the scars, but the scarred skin is completely different from normal, and the tattooed motif on this part of the skin may not "absorb" the color, and it is more painful than on other parts of the body.
